"Department of Human Services" - Fairly easy to get LINK card (foodstamps) for $100+/month, sometimes on the spot with just a few hours wait. Also provides employment counseling. Call for locations. They recommend you apply online or download forms at http://www.dhs.state.il.us/page.aspx?item=33698
Even out of state ID can be used for web access, and reference librarians are trained for job and aid search help. Harder with no ID.
